Bio
Dr. Hesham Badr is a strategic expert in the pharmaceutical and healthcare sectors, with over three decades of experience in shaping and adapting institutional mechanisms and policies across multinational corporations and national entities. Throughout his career, he has led and contributed to the development and implementation of numerous strategic plans and initiatives in Egypt and several African countries. His work has focused on serving public health priorities, restructuring national pharmaceutical systems, developing leadership capacities, localizing critical industries, and fostering strategic partnerships to support long-term healthcare and pharmaceutical sector visions.
Dr. Badr’s extensive experience spans multiple functional areas within the pharmaceutical and healthcare domains, including marketing, supply chain management, procurement, export development, business development, expansion into African markets, organizational restructuring, negotiation of governmental agreements and contracts, and technology transfer. This diverse background has provided him with a comprehensive and integrated perspective on this vital sector.
His progressive career through executive and leadership roles in a multinational corporation, followed by senior positions within national institutions, has enabled him to play an influential role in public sector transformation. He has been actively engaged in advancing the localization and development of pharmaceutical and vaccine industries, as well as fostering integration with key stakeholders across the healthcare ecosystem.
Dr. Badr began his professional career at Glaxo UK, where he advanced through various leadership roles, gaining extensive experience and achieving notable success. Following the merger that led to the formation of GlaxoSmithKline (GSK), he was appointed as a member of the executive leadership team responsible for commercial operations. He was also selected to lead the company’s branches in several African countries, notably Sudan.
He later transitioned to the public sector, where he served as Vice President of Gypto Pharma, Egypt’s pharmaceutical city, overseeing the commercial sector and business development. His responsibilities included leading sales and marketing operations, managing strategic projects, establishing partnerships to localize biotechnology manufacturing, and expanding exports to Africa as a strategic market contributing to economic growth.
Dr. Badr was subsequently appointed as Vice President of the Egyptian Unified Procurement Authority (UPA), with responsibility for digital transformation and medical technology. In this role, he has been instrumental in enhancing integration across various sectors and key healthcare stakeholders, contributing to the implementation of Egypt’s national strategic vision for the healthcare sector.
Throughout his distinguished career, Dr. Badr has received numerous awards and recognitions in acknowledgment of his achievements and contributions. Notably, he was awarded an international prize by GlaxoSmithKline for developing and implementing an innovative market development strategy that was later replicated in several Latin American countries. He has also been nominated to serve on the Board of Directors of VACSERA (the National Organization for Vaccines and Sera) and as a member of the national committee for localizing healthcare industries, where he contributes to shaping policies that promote the development and deepening of national industries.
